Hopelab’s policy strategy leverages our 20-plus years of experience supporting equity-centered solutions for the mental health and well-being of young people. Our multi-year approach leans into our expertise in research and translational science, investments in young leaders, partnerships, convening power, and financial support. Focusing on policymaker education rooted in the lived experience and expertise of young people, we envision a policy landscape rooted in evidence and co-created with young people.
As Hopelab continues to envision a future where young people have equitable opportunities to live joyful and purposeful lives, our policy platform may have breadth beyond policies focusing solely on mental health. Policies with implications for young people’s well-being include opportunities for growth within the Medicaid system, the future of social media and AI, the intersectional issues impacting youth mental health, and partnering with young people and values-aligned partners to support Black, Brown, and Queer communities.
Our success depends on the support of our partners, continued efforts to translate research into actionable practice, and the validation of young leaders. Working together, we can develop policies that create meaningful change and build a future where young people thrive.

Hopelab selected eight priority states for its 2025-26 policy agenda. We focused on those with strong existing partnerships and unique opportunities for impact. These states have ongoing momentum on policies impacting youth mental health and well-being. The selection also ensured a diverse mix across regions, populations, and approaches to Medicaid and mental health services, while considering demographics and political climates that could enable change. Special attention was given to states with active advocacy networks and intergenerational local leaders seeking to improve the mental health and well-being of young people.
Hopelab’s Youth Policy Cabinet is a collaborative group where young advocates, researchers, and leaders help shape our approach to youth mental health policy. Members are 18-22 years old and represent expertise in AI, mental health, rural equity, childhood toxic stress, school culture, and disability rights, among other areas. Together, we will identify key policy opportunities, amplify youth perspectives, and ensure that research insights translate into meaningful real-world impact.
